Unlock 4.0: UP releases state guidelines, weekend lockdown to continue


The Uttar Pradesh government on Sunday evening released the state guidelines for Unlock 4.0. Though several relaxations have been announced in accordance with the guidelines issued by the Centre on Saturday, the UP government has decided to continue with weekend lockdown in an attempt to curb the spread of coronavirus.

"Every Friday night from 10 am to 05 am, arrangement of lockdown certain restrictions shall continue as per the previous order dated July 14, 2020. These guidelines will continue until further orders issued," said the Uttar Pradesh State government in the notification.

This comes even as some other states have removed local lockdowns. After the Centre's Unlock 4 guidelines, the Haryana government on Sunday withdrew its order to keep markets in urban areas closed on Mondays and Tuesdays. Tamil Nadu has also removed its total lockdown on Sundays.

However, West Bengal Chief Minister Mamata Banerjee had announced last week that complete lockdown will be imposed across the state on September 7, 11 and 12, in bid to contain the spread of Covid-19. As per reports, West Bengal Government will discuss the matter with Centre.

Earlier, Centre had said that states and union territories cannot enforce any local lockdowns outside Covid-19 containment zones without prior approval from the Ministry of Home Affairs (MHA) under the Unlock-4 guidelines.

“State/ UT Governments shall not impose any local lockdown (State/ District/ sub-division/City/ village level), outside the containment zones, without prior consultation with the Central Government”, the Home Ministry said in a notification issued on Saturday evening.

The UP guidelines also say that no lockdown will be imposed outside containment zones in the state at the district level.

Meanwhile, in line with Centre's guidelines, Uttar Pradesh government is also set to start metro services in the state from September 7, the SOPs for which will issued, said the guidelines.

Other state guidelines remain same as the ones issued by the centre
